I have tried everything and cannot eliminate the error

You have inadvertently started a W-2 in the Federal section. Here is how you can check and delete it.
4. Delete Form W-2.
5. Continue.
6. Sign out of TurboTax.
7. Sign back into TurboTax.
8. "Pick up where you left off."
9. Go to State Tax > Edit > Check State.
I have a PTIN and have used TurboTax for more than 20 years. Never had a problem.
Successfully transmitted electronically filed Federal Taxes as a 1040-SR. We don't have W-2 income and federal W-2 worksheet was deleted.
The above error showed when transmitting the California return (paid $25 to file electronically). I followed the Expert's instructions diligently and the above error has showed multiple times.
What is the workaround. TurboTax could refund my $25 and I could file on paper, but really don't want to go that route.
Same error showing as above. Believe it to be a program glitch.
Never started a W-2 for me or spouse. No W-2 or W-2 Worksheet appears on filing forms list. I even created one, deleted it, signed out of TurboTax and signed back in and error still showed.
I am a PTIN and have been using TurboTax for over 20 years.
Successfully filed federal return (and recieved by feds) and then blocked by this notice on the last step of filing (PAID $25) step of filing California. I would file on paper, but you owe me $25. Maybe 1000's of California filers with similar issues.
