So is the amount shown on box 12 greater than the amount in box 14? If there is no amount in box 14 then box 12 should be blank (empty).

box 14 is zero or null to be percice.
therefore box 12 is greater than box 14.
turbo tax gives me a message = check entry

You cannot have an entry in box 12 if there is not an entry in box 14. Box 12 is dependent on having an amount in box 14 since it would be the state taxes withheld from the state distribution. If there is no state distribution in box 14 then there cannot be any taxes withheld from nothing (null).

If you have an amount in box 12 > 0 and there is nothing in box 14 then you need to get a corrected Form 1099-R from the plan administrator. They either incorrectly entered a number in box 12 or they forgot to enter an amount in box 14.
