I have followed the Turbo Tax instructions to enter the CA Form 593 data in my State forms, and also on the Fed Tax payments form. Now it shows up TWICE on Form 540.
I have rechecked multiple times. It is showing up twice even though I followed the Turbo Tax instructions exactly.

I found the error !
The Form 593 info was fine, but there was also a Form 592-B which was missing from the Fed Tax Payment worksheet. Because of that, the entire Real Estate Withholding was miscalculated.
Your California real estate withholding, CA Form 593, does need to be entered on both the state and the federal return. If you ended up with a duplicated form, you can try deleting a form or deleting your entries on this topic and starting over.
Start with your federal return. (Note: If your TurboTax navigation looks different from what’s described here, learn more).
The withholding information will show up on your CA state return on Form 540 line 73 for real estate withholding and not on line 71 as income tax withholding.

You say in your reply not to enter the information twice, but the help article you included DOES say to enter it twice. I think I followed the help article instructions exactly. However, I will try deleting the relevant forms and reentering them all again. I will let you know what happens.

I did state, as stated in the help article, that California real estate withholding needs to be entered on both the Federal and State returns. The reason for the California entries is to make sure that the amount is reported on Line 73 for Real Estate Withholding and not on Line 71 as state income tax withholding.
If you somehow ended up with two Forms 593, you can delete one of them, or if you prefer, delete all the entries and forms on this topic and start again.

I removed my CA Form 593.
I made sure to start by entering the withholding on my Federal return.
I then followed the instructions to make a new CA entry, which created a new CA Form 593.
As soon as as I was done with the new form 593 and hit Continue, I received this message:
Tax Withheld
It doesn't appear that the real estate or other withholding you've entered here has been entered on your federal return.
Entering this withholding could increase your refund or reduce the tax you owe on your federal return.
To return to where you'd enter this on your federal return, click on "Search Topics" at the top of the screen, enter tax payments and select OK.
Enter it as "Withholding not already entered on a W-2 or 1099".
Note: Don't enter withholding that has already been reported elsewhere on your federal return.
And AGAIN, the withholding is showing up on Form 540 in both line 71 and line 73.
On the Federal 'Tax Payments Worksheet' the state withholding is on Line 18 b and shows St = CA
Is that where it is expected to be?
I really need to fix this Today.
Is there a Federal Form I can delete and recreate? I don't want to have to delete the Federal 'Tax Payments Worksheet' but I will if I have to.
I tried one more solution. I just overwrote the Line 71 to force it to Zero.
