I don't understand your issue. Without any details it's hard to comment. What/where is the roadblock when you try to view/print your CA state return in the desktop software? How and where are you trying to view and print them? What happens when you try? Is there any error message?
Have you already filed the CA state return and want to view/print for your records? Or are you trying to view/print prior to filing to preview it for accuracy?
Or are you in a loop where it keeps telling you to download an update? If so, is it this kind of loop?

I am trying to view/print my CA return before filing by it is not available to view or print.
It looks like your California program is not updating. Have you rebooted (restarted) your computer and run the updater again?
If that didn't help, then sometimes you may have to use administrative privilege it there are updating problems. The method varies, depending on which version of Windows you are using. When launching TurboTax, right-click on the desktop icon and in the popup choose "Run as administrator." In Windows 10, you have to right-click on the TurboTax icon, then choose Properties, then a Compatibility tab to get to that choice. Then launch TurboTax and do the update.
Is your Federal portion up to date? Here's how to check:

If it's just CA that's not updating and you are unable to update the CA program by the above methods, you can try the state cleanup tool in that State Loop FAQ I mentioned in an earlier comment above, or you can phone TurboTax Support and ask them to push you a download of the California state installation program, which should be up to date.
It's also possible to run a "repair" to resolve some update problems. I don't know if it would help in this instance with a state update problem, or if it more commonly helps with Federal updating problems, but it's fairly easy to do.

cant print 2019 state returns - - says forms aren't updated and "Notify me when forms are ready."
I HAVE run and update and still can't print. AND it's April 19th!!!
If your program says it's up to date or you can't update it then do the Manual Update. This has fixed the State forms not available problem for some users.

TurboTax cannot mail or e-mail your tax returns, nor print your tax returns for you.
To access your prior year online tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show. Click on the Year and Click on Download/print return (PDF)
If you used the desktop CD/Download editions installed on your computer, the only copy of your tax data file and any PDF's will be on the computer where the return was created. TurboTax does not store online any returns completed using the desktop editions.

@joy78 Did the state say you didn't pay the tax due? Sounds like you filed but they didn't get your payment?
Did you think the state tax due would be deducted from your federal refund? The state tax can not be deducted from the federal refund. NEVER. You can only have the Turbo Tax fees deducted. You will still get the full federal refund minus any fees you had deducted. Turbo Tax just shows you a screen at the end showing the Net amount of federal and state combined. But it is just for your own info. You do still have to pay the state yourself separately. See,

Check the printout or PDF of your return; look for the state cover sheet with the Turbo Tax logo. If you owed tax, it will show the payment information and how/when you decided to pay. Read the state payment instructions carefully since most states cannot be paid from within the TT system and requires additional steps.
