NY and Federal Itemized deductions are different?

I used itemized deductions in 2019.  The amount allowed for NY is about 6, 000 dollars less than the amount the Feds allowed.  Why?

Was some of your federal deduction for state income tax paid?  That would not be a deduction on your state return.

NY and Federal Itemized deductions are different?

Thank you for your quick reply.  I live in Florida which is a no-income tax state.  I do pay property taxes in other states besides Florida...NC and MA, but I believe I don't hit the SALT limit.  The Federal return allowed me a deduction of 27800ish...and NY only gave me 21600ish.  What if I had taken the standard deduction?  Based on your answer, I'm thinking that it would be a better blanket, covering everything.  This year's deductions will be under the standard so it will be a moot point for 2020.
