I inherited $17K in NJ but live in PA. The estate was settled in NJ. Do I need to report the income on my PA tax return?

No, this will not be reported on your PA return.

 "In the case of a nonresident decedent, all real and tangible personal property located in Pennsylvania at the decedent’s death is taxable. No, this will not be reported on your PA return.

It is reportable (but not taxable ) to PA if you are applying for the PA Tax Forgiveness Credit.  An inheritance must be entered to determine if your are eligible for this Credit.
The PA Inheritance Tax is completely different from your personal income tax returns.
