I inherited $17K in NJ but live in PA. The estate was settled in NJ. Do I need to report the income on my PA tax return?

All of my other income is in PA.

No, this will not be reported on your PA return.

 "In the case of a nonresident decedent, all real and tangible personal property located in Pennsylvania at the decedent’s death is taxable.
