Try to e-file ONLY your Federal return. If your Federal return transmits, then go back and try to e-file your Indiana return after your Federal return has successfully transmitted. If your situation is like others in this discussion, the Federal return will transmit correctly, but the Indiana return will not.
Here's another discussion with the same problem.
Can't efile state (Indiana) using download Turbotax Deluxe
There are at least THREE discussion threads (shown below) on this same issue, with the earliest beginning on Feb 10, and including state returns for Indiana, Illinois, Kansas, Louisiana, Michigan, New Jersey, New York, and Oklahoma. This issue is clearly a problem with the TurboTax software.

If you want to request a refund for your $25 state e-file fee withOUT having to call in, here's how to do it:
You'll need the order number and associated email for your state e-file. Search your emails for "TURBOTAX DESKTOP STATE RETURN TAX YEAR 2021 E-FILE" and copy your Order Number for the next step.
Under the "Intuit refund request" blue header, click "Intuit" (because you paid Intuit directly for the e-file)
Fill in the order number, your email associated with that order number, and click "Find my order details"
You'll probably need to scroll down, but THERE IS NO scrollbar, so use TAB or your DOWN ARROW KEY to scroll down. Use SHIFT-TAB or your UP ARROW KEY to scroll up.
1. Select the item(s) to be refunded (in case you paid for more than 1 state)
2. Under What is the reason for refund?, I chose "Other Reason not listed"
3. Under Provide more detail (optional), I added "State e-file will NOT transmit and there has been no fix after weeks."
4. Enter your first name
5. Enter your last name
6. Enter your phone
7. Click submit
8. Save the "Refund request case number" to your computer.
Given that the earliest post on this was mid-February, it seems as if TT is moving very slow in addressing this, so I see no option but to file on paper, and will send it via USPS certified mail.
Thank you. @sred1
Yep, Mine won't transmit either. Using the Turbo Tax Premier 2021 windows app. I have been trying it for weeks. All updated and patched. I even deleted the app, restarted, reinstalled app, restarted, updated, patched, and still won't transmit. I hope they fix it before the 15th so I don't have to print and mail it in.
I have to believe that it is more cost beneficial for TurboTax to fix this problem instead of refunding the $25 fees to their frustrated customers.
GOOD NEWS. The simpler return in the house that would not efile with Indiana was just successfully submitted. Some type of update was done - and it worked. The more complicated return however, has not transmitted. Getting there.
Still not transmitting for my return.
Are you using the online product or the desktop software? @cnice0006 .
Desktop
Please check for updates and then attempt to transmit after. If the issue persists, let us know @Name135.
I gave up last Friday and paper filed them. I spent a lot of time on this mess and called support multiple times to no avail. Don't get me wrong the support people were great they really tried to help but they could not overcome the lousy programming of the transmit routine.
Desktop Software, updated and still no joy.
I had the same issue. To isolate the problem, I transmitted Federal only, and it transmitted just fine and was accepted. So, the problem is with Indiana state return. I am still stuck with the same problem. 2 hrs with tech support didn’t help. Usual solutions of clearing the cache, pop-up blockers, wired network connection didn’t work. TurboTax has a patch to force uninstall state, so as to force a fresh download of state. That didn’t work either. They suggested uninstall and reinstall turbo tax. No use. Like others on this thread, I am stuck. Have used TurboTax for many years, and have never been this frustrated. If anyone finds a solution, please please post.
