Yes, you can obtain a refund of incorrectly withheld taxes. Doing so would require filing a non- resident OR return on which you allocate zero income to OR.

It depends on what your product or service is.
Oregon says if the work will generally be taxable if the receipts from a sale are in Oregon and to the extent that the service is delivered in Oregon.

Yes, you can file a non-resident state tax return using TurboTax.
I am unable to find the screen "Oregon Source Income and Adjustments". I am using TurboTax Deluxe online version. I need to make an adjustment for days I performed work in Washington State for which I was taxed by my Oregon employer.
First, make sure that you are filing a non-resident return for Oregon. If you are filing a resident return, the screen will not be accessible because it would not apply.
As you go through the Oregon return, there is a section that pertains to income and adjustments. It is titled, 'Here's the income that Oregon handles differently'. After you click Done at the bottom of that screen, the next screen will be 'Oregon Source Income and Adjustments'.
