Yes, you can.

It's a local income tax.

To deduct it in Turbo Tax:

Go to Deductions & Credits.
Select I'll choose what I work on.
Go down to Estimates and Other Taxes Paid.
Select Start or Update by Other Income Taxes.
Choose a situation that most closely matches your local tax paid.
