I purchase Turbo Tax Deluxe for 2019 which should include one State Tax Return.
When I want to download my Virginia State the software asking about my Credit Card information and is going to charge it?
So, that means the State is NOT included in the Turbo Tax Deluxe.

The key is to call Support, their number is not easy to find.
Once you talk to Support, apparently they already know about this problem, then they push the software, install it then bingo, everything start to work again.
Where did you buy it? In the stores Deluxe comes 2 ways. Deluxe with a free state program download and Deluxe without state. Did your box or invoice say Fed+Efile+State?
Or maybe it thinks you already downloaded a different state for the free one?
