How do I transfer an e-file payment to another return?

I want to transfer a state filing fee to another return (using the same TurboTax account) because we had to mail in one return due to continual IRS rejection and no ability to fix the issue electronically. Do I need to request a refund for that payment, or can I move that payment to a new return?
