Last year I accidentally paid my state taxes twice. Once was done through Turbotax but for some unknown reason I also made a payment online. Is there a way to record that extra payment on my 2023 return so that the money is refunded

Perfect, thanks for the quick response. Exactly what I was looking for.
The first answer is only how to report it on your federal return as an itemized deduction (if you itemize). You can't get the extra state payment refunded on a 2022 return. You need to get it back directly from the state. They should automatically see you paid twice and send it to you. You need to call the state about it.
Do you have proof you paid it twice? Did it actually come out of your bank account twice? Double check your state return and cover sheet to see how you were suppose to pay it. Many people don't realize they were suppose to pay state on their own either with a check or online at the state.
Last year turbotax took out the state taxes but I must have told TT to do it later (or maybe it's a default) so it came out in July. I (again, for some unknown reason) paid it online in May.
When I called the state in August they said they saw both payments and could issue me a refund but not for another 30 days. Apparently, after I called back a month later, it was all setup but had to get a supervisor signoff. That was four months ago and nothing has happened.
I'm reluctant to spend another few hours navigating the state's call tree. I can do that but since they never did what they said they would do the first time I'm not sure the second will be different.
So, not sure if calling is best option (I'm really dreading that), adding it directly as per the first response, or waiting to see if they send me something in the mail.
