Here's where it is:

1.  Click Federal on the left-hand side menu.

2.  Click Deductions & Credits across the top.

3.  Scroll down to Estimates and Other Taxes Paid and click Show more.

4.  Click Start or Revisit by Income Taxes Paid and answer Yes to About income taxes paid.

Click Start or Revisit by Balance due on your 2017 state taxes paid in 2018.

You're allowed to take either:

  • State, local, and foreign income taxes
  • State and local general sales taxes

on line 5 of the IT-196.

If you believe that number is wrong, go back and check box 17 and 19 of your W2 input.

1.       Click Federal on the left-hand side menu.

2.       Click Income across the top.

3.       Scroll down to Wages and Salaries and click Show more.

4.       Click Start or Revisit by Wages and Salaries.

17 and 19 are empty on my W2 - only 16 and 17 have a value

The amount in box 17 is not the same as the IT-196? Did you make estimated state tax payments during the year?  To check:

 1.  Click Federal on the left-hand side menu.

2.  Click Deductions & Credits across the top.

3.  Scroll down to Estimates and Other Taxes Paid and click Show more.

4.  Click Start or Revisit by Estimated Tax Payments.

Click Start or Revisit by State estimated taxes for 2018.

I did input the property taxes i paid last year - i tried to remove it and it changed line 6 but not line 5 from it-196

Try removing the state tax entry from the W2 totally out on the input screen. Check to make sure that it's off the IT-196.  Then go back and re-input it.  If there is an entry still there, that may tell you where it's coming from.

if i removed the state tax entry form my w2, it lowers the amount in IT-196 by that amout - so now i need to figure out where that amount can come from - it seems to be the sum of multiple things..

Alternatively, Is there a way to simply choose the standard deduction for new york?

i just realized that the amout matches the amont in Schedule A (form 1040) line 5a.

ok so i was able to find it's coming from that line "Amount paid with 2017 state income tax return"
in the worksheet - but i'm not sure where it is in the interface

I was able to match the number in Line 5/IT-196 by adding these:
*From W2 - NY state tax withholding
*2018 estimated tax prepayment to NJ in 2018
*2017 estimated tax paid to NJ in 2018
*2017 NJ Taxes paid in 2018

You can also use copy of the Federal Schedule A form (2017 Version) > State and Local Taxes to derive this number. You need to switch the years from 2017->2018 and 2016->2017
