I live in TN and work in GA. I was always told you will get all of GA taxes back at the end of the year and never have, only about 170 dollars. Is there another form that has to be filled out, "WHATS THE SKINNY"? I am lost here but it feels like I'm paying to work in GA. Any help in this area would be appreciated.

Don't know where you heard that you get all of the GA state taxes withheld from your wages back as a refund. You will not.
You report all of your Georgia sourced income on a Georgia non-resident tax return since you work in Georgia.
If your total tax liability on the Georgia return is less than the total tax payments (taxes withheld) then you will receive a tax refund for the overpayment.

You live in a state (TN) with no state income tax, but you are working in a state that does have a state income tax. Since you are earning income in GA you are subject to paying GA income tax. Someone who told you differently misinformed you. You need to file a non-resident tax return for GA.
