Turbotax is listed as a source on my state's website for free state return e-filing, if one's income is below a certain threshold. I am way below the threshold for 2019. Why doesn't this benefit apply to the software when I clearly made way below this threshold?

The version that the state is referring to is a free product from the Free File Program. You must switch to it before you file either your federal or state returns.
You qualify if you had $36,000 or less AGI or $69,000 or less military family AGI or qualify for EITC. Click on See if you qualify then Yes (if you do) then Start Now button, then choose Create an Account.

The TurboTax online editions are not the Free File Program editions as shown on the IRS website - https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free

If you are eligible you can use the TurboTax Free File Program which is free to file both a federal and state tax return. The Free File Program edition is a full featured personal tax program and on a separate website from the TurboTax online editions.
