For GA "Other State Tax Credit", can you claim both state AND local tax from IN?

I was a GA resident in 2018, and worked in IN for a couple of months. IN charges state and local tax on income. Can i include both State and Local tax in the Other State Tax credit for GA?

Unfortunately, no.

All the language in the Georgia other state tax credit refers to taxes paid to another state and does not include local taxes.

Do the State and Local tax amounts adjust because of the renter's deduction for IN? This causes a difference from the W2 entries. Has anyone else had this experience?
