You need to contact Utah to check the status of your refund for your 2017 tax return.
Call 801-297-2200 or 1-800-662-4335 between 8 a.m. and 5 p.m., Monday through Friday.
You will need:
your taxpayer ID number,
the amount of the refund, and
your current address.

Yes, you can file prior year tax returns after filing your current return. However, you will need to use a TurboTax CD/Download product to complete you previous year return. You will print and mail because the IRS is no longer accepting prior year returns for e-file. For more information about the product you need, follow this link: Past
