Do I have to file an Illinois state tax, if I lived outside of country for 360 out of the 365 days (short one week visit to states)? I do NOT own any property nor have ANY income in Illinois. All my income is from investments/dividends, and I do not intend to come back to Illinois. What do I file on State level?

It's possible that you are not a resident of any state, in which case you wouldn't file a state return for IL, and you would indicate that the state you lived in was Foreign or US Possession in the Personal Info section.
But you'd need to check with IL, because state residency is based on your unique facts and circumstances. See the FAQ below,and this detailed discussion from the Illinois Bar Association concerning residency. Your drivers license, voter registration and other factors are all considered.

you prepare returns, hopefully not using Turbotax if you are compensated, but have provided no info about the taxpayer so how are we to determine if he had a state of residency if any? even a nonresident of Illinois could have income taxable by Illinois because it is sourced there.
