Yes, if the sales tax deduction does not give you a bigger refund, you do need to indicate that you wish to use state and local income tax deduction. My suggestion.
Log into Turbo Tax
Go to federal>deductions and Credits>estimate and other Taxes paid>show more
Go to sales tax>start
select skip sales tax
Now if this doesn't make a difference, you will need to remove the information you recorded regarding the purchase of the vehicle.
Also, keep in mind sales taxes or state and local income taxes are itemized expenses. If you are claiming a standard deduction, then sales or state and local income tax recording will not make a difference because there are not enough itemized deductions to offset your standard deduction amount.

Mine is doing the same thing. I don't have any sales taxes to enter and the program is still selecting a value for Sales Tax Deduction when the State and Local Income Tax Deduction is the larger amount. There is about a $1,100 difference. I have changed it manually to State and Local Income Tax Deduction but when I get back to the deductions screen is kicks back to the Sales Tax Deduction.
