What do i need to do to file my unemployment, im from Pa and my 1099G does not state my local or state tax withheld, i have tried leaving blank&it wont let me complete.

If you cannot leave the information blank, then put the exact same amount reported as Federal income for PA, and then a zero in the state tax withheld spot.  If you are a PA resident, you report the unemployment to PA, and this is how the system will recognize the income.
