I am a nonresident of st joseph county Indiana I should be paying a .074 percent county tax rate but TurboTax keeps calculating it as if i am a resident of the county and saying I owe 1.75 percent of what I made. how do I fix this?

Check your entries in the Indiana state section. Indiana residents pay the tax rate of the county where they live, not the county where they work.
Go back to Indiana and Edit.
Keep going until you reach Your County of Residence. This should be the county where you lived on January 1, 2020. In your question, you did not say what county you lived in last year.
The next screen will be Your County of Employment. This should be the county where your worked last year. From your question, I assume this should be St. Joseph’s County.
When you print your Indiana form, check Schedule CT-40. Line 2 should be the tax rate of your resident county.
