California Other State Tax Credit

My family moved from California to another state in mid-2019, and changed our residency from CA to this states at that time. We earned income in that state all year from property, both at the time that we were CA residents and continuing after we became non-residents and are paying taxes on this income to both states. This other state is not one of the ones that CA allows non-residents to claim a tax credit for from taxes paid. But I believe that we can still claim a CA tax credit for the taxes we paid to the other state for income we earned while we still were CA residents. But Turbo Tax will not allow me to proceed to filing while claiming this tax credit since we are not residents at year end. Should we be able to claim this credit and if so how can we get around this issue in Turbo Tax?

In order for someone to answer your question, you have to identify the other state.  That's because CA's rules regarding the "other state credit" are not the same for every state.

Thank you. The state in which we earned income while a resident of CA is Vermont. We then become residents of Vermont in August of 2019. I know that non-residents of CA can not get this tart credit for taxes paid to Vermont. But it seems to me that we should be able to receive this credit for taxes paid to Vermont while we were residents of CA during Jan-July 2019.

You are correct.  You do qualify for CA's "other state tax credit" for the taxes you paid to VT (on the income that was taxed by both states) during the time you were a CA resident.

TT should prepare your returns properly if you follow all the instructions in this previous answer (note particularly the sentence marked "Important"):
