Why is my state tax filing still pending a week after the Federal tax file was accepted

Many states can take a few days (even up to a week), especially when tax season first opens. And tax season did not open officially until Feb 12.
I check with the California Tax board and they are accepting return and have been for weeks. W@hy is my still pending?

Because the state of California has not pulled your state tax return from the TurboTax servers.
As many other users have posted, CA seems to be very slow this year.
I have the same problem with my state tax here in Hawaii. Turbo tax transmitted my federal and state tax on the same day. My federal tax was accepted on the 11th, and usually state tax is accepted on the same day. My state is still showing as pending. I called Turbotax but they were not much of a help. I called Hawaii dept of taxation and they said they could not find my file from Turbo Tax. I don't know what to do.
So what makes some state returns accepted and other state returns remain pending? What separate the two from pending to accepted? The time of filing seemingly has nothing to do with the final outcome. Is this another compromise to customer service with the on-going pandemic?
