No. You do not delete the state refund summary.
The state refund summary shows the state refunds you received last year when you filed your 2019 income tax returns. TurboTax pulls this information from your 2019 state tax returns. If the numbers are incorrect, edit the amounts (for example adjust the refund if you received a state tax notice that changed your refund or add a local refund you prepared and filed a local income tax return that was not supported by TurboTax.).
Your state refund may be taxable if you did not use the standard deduction last year. It's a good idea to go through the section Refunds Received for State/Local Tax Returns just to make sure you are reporting your refund correctly. If it is not taxable, TurboTax will not add this to your federal taxes.
I am working on my 2020 taxes, and the State refund is listed as $3026 from when TurboTax transferred my info, but the Form 1099G states $1513. I click on "edit" to fix it and the new window says $1513. I go back to the main screen it still says $3026. What do I do?
If your entry is what you received on Form 1099-G, and you used TurboTax last year, then it is nothing to be concerned about.
There is a slightly complicated calculation TurboTax does for you about the portion of the state refund that is taxable. I recommend taking a look at your 2019 taxes, specifically with what was reported for your deductions and also checking your worksheets from your 2020 taxes, which will show the calculation.
