I've searched everywhere and cannot find a statement to address whether or not there is a annual or cumulative dollar limit on expensing items under the di minimis safe harbor rule. Is it up to the tax payer to decide?

Again, there are numerous "Safe Harbor" elections that apply to "small taxpayers." That term is meaningless unless you reference the specific regulation or topic being discussed.

Let me simplify it for you: the election that involves the 2%/$10,000 has nothing to do with the De Minimis/$2500 election.
