1099G Oregon State Income Tax Refund amount is not matching the actual amount that I received.

In 2016, i received a 1099-G from my state Oregon Department of revenue Stating an amount which is higher than the refund that I actually received during 2015 tax filing. Do I have to enter this 1099-G amount which is really not matching the actual ?

Yes, you should enter the 1099-G amount that is listed on the form.  If you feel like this information is not correct then you can contact Oregon State Dept of Revenue and request a corrected 1099-G otherwise you would enter the amount that is listed.  The IRS will receive a copy of the 1099-G and if the information on the form and your tax return doesn't match what the IRS has on file you may get a correspondence letter from the IRS.
