Won't let me file without paying why is this for normal 1099 form

Many people that receive 1099's have to file a Schedule C. The Schedule C Form is not part of the free version of TurboTax. To prepare the Schedule C you must upgrade to TurboTax Self-Employed which is likely what the system is asking you to pay for.
