Because you entered the SSA-1099 in the section for entering a Form 1099-R. They are not the same form.
If you had entered the SSA-1099 in the correct location of the program the benefits received would have been entered on the Form 1040 Line 6a and the taxable amount of the benefits, if any, would be on Line 6b.
To enter Social Security benefits reported on form SSA-1099
Click on Federal Taxes (Personal using Home and Business)
Click on Wages and Income (Personal Income using Home and Business)
Click on I'll choose what I work on (if shown)
Scroll down to Retirement Plans and Social Security
On Social Security (SSA-1099, RRB-1099), click the start or update button

Not sure I understand your question. Did you enter them all in the right places? Or did you get confused and enter the SSA1099 in the same place with your 1099R's? They get entered in different places and the amounts go on different lines on your Form 1040.
Go to Federal> Wages & Income>>Retirement Plans and Social Security (SSA1099 and 1099RRB) to enter your SSA1099. The amount of your SS and the taxable amount for SS go on lines 6a and 6b.
To enter your retirement income, Go to Federal> Wages and Income>Retirement Plans and Social Security>IRA 401 k) Pension Plan Withdrawals to enter your 1099R.
Depending on whether the 1099R's you entered were for pensions or retirement accounts like IRA's, the amounts go on lines 4a and 4b or 5a and 5b
I entered my SSA-1099 under the Social Security section for the SSA-1099.. There is even a page in my tax package that I reviewed and printed out after filing that specifically included my Social Security information. On my 1040SR, my SS benefits are listed under Wages and Income. However, the withholding paid was included on Form 2023 and on Page 2 of 1040SR, line 25B for 1099s. The IRS questioned the 1099 totals because there was not another 1099-R for the amount of my SSA-1099. Why did my Social Security withholding get reported on line 25b with the 1099s if it belongs somewhere else? I have trusted Turbo Tax for almost as long as it has been on the market. Have other taxpayers reported problems with forms not being included with their e-file?
The federal taxes withheld from your SSA-1099 were correctly entered on the Form 1040 Line 25b.
Whomever in the IRS is telling you that is incorrect is totally mistaken
Contact the IRS again and explain to the agent that you correctly reported the federal taxes withheld from the Social Security benefits reported on the SSA-1099. Have them tell you where those taxes withheld should be reported on the Form 1040. They will not be able to tell you other than on Line 25b of the Form 1040.

When calling the IRS do NOT choose the first option re: "Refund", or it will send you to an automated phone line.
So after first choosing your language, then do NOT choose Option 1 (refund info). Choose option 2 for "personal income tax" instead.
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions."
- When it asks you to enter your SSN or EIN to access your account information, don't enter anything.
- After it asks twice, you will get another menu.
Press 2 for personal or individual tax questions.
Then press 3 for all other inquiries
It should then transfer you to an agent.
Thank you for your help. I have contacted the IRS, and the agent keeps asking me if I sent in all the forms with my return. My question to you is this: the information on the SSA-1099s gets added to a worksheet and goes on form 2023. The actual forms do not get sent to the IRS, but do the worksheets or form 2023 for Social Security benefits get included in the e-file? The package that I printed out from Turbo Tax has everything included, but what part of that goes to the IRS? The lack of proof for the withholding on the SSA-1099s is the reason our tax file was pulled and set up for audit. I've sent copies of the SSA-1099s, but I would like to avoid this from happening again next year. Does the e-file include the worksheets and/or additional forms?
If all of your entries are correct, you should not have to send any income documents to the IRS.
As you observed, they are included.
However, If there is a discrepancy, the IRS will want an original copy.
Please double check what you have on the SSA-1099 you received, and what was reported on your tax return to the IRS.
