Why is New Mexico not on the drop down list of states?

I do business in Oregon and New Mexico, But New Mexico is not on the drop down list of states.

schedule 1 part 1 8z list 12,832 for qual state tuition prgm from 1099-1. Why was that added as other income? All distributions were qualified expenses.
