What does federal income tax withheld mean in a bank statement

My mom has always paid off the amount that she owes since she gets paid cash at her job. She personally goes to the IRS and pays her taxes. They say she doesn’t owe anything for the year. Any recommendations on how to resolve this issue?

Yes, contact the IRS so they can cut her a check, sometimes they keep taking out until you call them to remind them to stop.  They will owe her if they take out too much.  The phone number is 1-800-829-1040.
