TurboTax has no way to know whether you actually paid estimated taxes during 2021 or not. You must enter the taxes paid when you are completing your tax return. They are not entered as withholding on your tax return. They are entered as estimates amounts paid and the dates you paid them.

To enter, edit or delete estimated taxes paid (Federal, State, Local) -
Or enter estimates paid in the Search box located in the upper right of the program screen. Click on Jump to estimates paid
Or click on Tax Tools on the left side of the online program screen.
Click on Tools
Click on Topic Search
Type in estimated tax payments, click on GO
Federal estimated taxes paid are entered on Form 1040 Line 26
The opportunity to include estimated payments never presented itself. I had only these options:
Mortgage Interest and Refinancing (Form 1098)
Property (Real Estate) Taxes
Donations to Charity in 2021
Car Registration Fees
Medical Expenses
It is in the Deductions and Credits section below Medical under the Estimates and Other Taxes Paid heading.
