How do I enter a 1099-R for unemployed dependent?

You do not enter a Form 1099-R for the dependent on your tax return.  The dependent can file their own tax return to report the Form 1099-R.

The dependent needs to file a tax return and will probably get a refund of tax withheld.

When they file the tax return make sure that they indicate on their return that they can be claimed as a dependent.
