California Form CA540 does not calculate adjustment for social security income correctly. The amount it subtracts from the Federal AGI is exactly twice what it should be.

I'm using Turbo Tax Premier for 2018.

Line 5, Col B of Form CA540 is 22,000. There are no other entries in Column B for lines 1 thru 21f yet line 22, col B of Form CA540 is 44,000! Looks like a bug.

That is a known bug.  It has been reported.  There are probably many other bugs.  There wii be many program updates to come, usually weekly.  Be sure to update often.
