Your choice. If you have a lot of other income I would have some withheld.
Up to 85% of Social Security becomes taxable when all your other income plus 1/2 your social security, reaches:
Married Filing Jointly: $32,000
Single or head of household: $25,000
Married Filing Separately: 0
If you receive no other income except SS then there is no reason to have federal taxes withheld from your benefits.
Otherwise you will have to make a determination on how much your SS benefits are taxable along with your other income and then decided whether you want your other income and SS taxed.
