why is military retirement assumed to be a qualified plan?

Mandatory review asks if military retirement (a non-qualified plan is either a 403(b) or other type of qualified plan. No escape possible from review.

The TurboTax online editions have an error when you select having a Non-Qualified Plan.  This error has been reported and we are awaiting a fix for this issue.  No date has yet been given for getting this corrected.

The TurboTax desktop editions do not have this problem, it is only when using the TurboTax online editions.
