Make sure that the IRA box is checked in the program. As you progress through the interview, you will encounter this screen. It is the fourth one down and does not specifically say QCD.

I understand that the reason I did not get this choice is because of a glitch in Turbo Tax that did not offer this option to people born between July 1, 1949 and June 30,1950. This insight was provided in a different reply to my request for help.

Another suggestion that I received made me aware that Turbo Tax has a glitch that does not allow people born between July 1, 1949 and June 30, 1950 (which I was), to claim a Qualified Charitable Distribution (QCD). Apparently this is the result of a change in tax law increasing the RMD age from 70 1/2 to 72 1/2. Since I was not required to make an RMD, I never got the charity question, although the changed tax law still allows anyone over 70 1/2 to make a QCD. I was able to work around this by temporarily changing my birth year in Turbotax to 1948. This resulted in the transfer to charity question appearing in the "uncommon situations" screen. After making the appropriate entry, I changed my birth date back to the correct year. TurboTax needs to correct this.
