What do you mean, penalized?  I can't think of any situation where the IRS will actually penalize you for not listing a dependent that qualifies to be listed.  Please provide more information.

The IRS stated that it was a recovery rebate:

one or more dependents' SSN does not match records;

one or more dependents' last name is not spelled correctly;

one or more individuals exceeds age limit

 

The oldest was a student at a vocational school.

That is just the list of generic reasons they give if they changed the Recovery rebate credit on line 30.  How much is on 1040 line 30?

 

Did you not get the 3rd Stimulus payment?  Or qualify for more?  Line 30 is only if you didn't get the full amount or qualify for more.  The IRS shows they already sent it to you.

 

Double check your bank statements and Check your IRS account (both accounts if married)

A lot of people forgot they got the deposit last March - May 2021.  Or missed one payment and entered the wrong amount.  Then when the IRS reduces their refund and they check their bank accounts they have been finding the payments.

I'm not quite sure how those messages relate to leaving a child off your return.  Do you have other children who were included?

 

In the Spring of 2021, you should have received a round 3 economic stimulus payment of up to $1400 per adult and dependent in your family, based on your 2020 or 2019 return.  There was no age limit for this payment, all dependents qualified.  To check what the IRS thinks they sent you, you can check your account here,

When you filed your 2021 tax return, Turbotax calculated a rebate amount based on your family size.  You can't get the rebate if you already got the stimulus, they are the same thing.  If you qualified for more rebate than you got as stimulus, the difference was added to your refund.  If you qualified for less rebate than stimulus, you did not have to pay the stimulus back.

 

Turbotax asked you what stimulus you received.  If you answered wrong, the rebate was added to your refund. If you did get the stimulus, the IRS will remove it from your refund since you can't get the stimulus twice.  Importantly, if the IRS thinks they sent a stimulus but you never received it, you can't claim the rebate on your tax return, you have to trace the missing stimulus payment.  

 

It sounds like you failed to tell Turbotax the amount of your stimulus.  That made Turbotax claim a rebate but the IRS removed it.  It is probably only a coincidence that you also removed a dependent this year, because removing a dependent would not require paying the stimulus back.
