My wife received a W-2 for the year of 2022, but she didn't work. What are supposed to do with this?

We moved overseas and she has not worked since July or August of 2021. She also worked in Utah but is receiving Michigan state tax information.

You will want to contact the IRS immediately- it is likely that someone is using her social security number for work authorization.  See Identity Protection: Prevention, Detection and Victim Assistance and Contact My Local Office Internationally.

One year I received a W-2 form a company I had not worked for in over a year, and it was due to some special employee fund/stock distributions that occurred in the next calendar year, long after I left.
