Is a deferred compensation plan is a "retirement plan," to answer a Turbo Tax question asking if I was covered by a retirement plan?

Yes, a deferred compensation plan is another name for a 457(b) retirement plan. 

• If you are a W-2 employee, your W-2, Box 13, Retirement Plan should be checked.

if you don't get a W-2, the answer is NO.
