No other income? If you only get a SSA-1099 it is not taxable and you don't have to report it. And you can't efile with zero income. If you want to file you can also add $1 of interest. Make up a fake 1099 INT and put $1 in box 1. It won't affect your return.
If the Social Security benefits are the Only income to be reported on the tax return, then there is no reason or need to file a tax return.
Unless you also received a Form 1095-A for your health insurance through one of the State Marketplace Exchanges or from healthcare.gov then you must file a tax return.
