The entry in box 9(a) is supposed to show your percentage of the distribution entered in box 1. If you did not share the distribution with anyone, you should leave the entry blank. Otherwise, you would enter the percentage of the distribution that you received.
You do not have to enter the percentage. Just leave box 9a empty in TurboTax.

I haven't entered anything in box 9a on Turbotax, as advised, but Turbotax continues to tell me I must enter a number in this box when it looks for things to be corrected. My 1099-R leaves this box empty. Is it OK to go ahead and file, even when TurboTax tells me to fill in that blank?
@gordoapn You should delete the Form 1099-R and re-enter the form manually. The error should be eliminated when the form is re-entered.
I just want to add some context here on this topic. I also got the same error reported above. I imported this data from my "institution". The resultant TT 1099-R data shows 0 percent in the "percentage of total distribution" field. The "Institutions" raw 1099R form shows this field as blank (but does show a %?). After deleting the form and reentering manually as recommended above this field became blank vs "0". My TT error check completed without error. Not sure who's program is causing the error, maybe just blanking the 0 in the form will fix without having to delete and enter manually. Love the TT product....
