I believe I found the issue. When filling out form1099-R in your Federal return, TurboTax PC software is mistakenly copying either the Gross Distribution (your received 1099-R Box 1) or Taxable Amount (your received Form 1099-R Box 2) into State Distribution (TurboTax form 1099-R Box 16), which triggers a pension form M1QPEN later when filing your State.
This is a problem with TurboTax software because Box 16 is BLANK in the 1099-R Box 16 I received in the mail. Therefore, TurboTax is inserting a number into TurboTax Form 1099-R Box 16 all on its own. I did not type anything into Box 16, but the software puts a dollar amount there (remember, it's supposed to be empty in my case).
So, I fixed the issue and avoided the mistaken trigger for a M1QPEN. The solution was to open the Forms view in TurboTax software, go to your Federal area and look for your Form 1099-R (THE PAYER NAME HERE). Open that form. Delete the amount shown in State Distribution (TurboTax form1099-R Box 16) if the 1099-R you received in the mail shows that Box 16 is empty. Then, switch back to Step-by-Step mode and continue your State return. It should no longer bug you to "fix" an M1QPEN, plus the review will not trigger creating one of them.

Unfortunately that solution did not work for me, but happy for you! Box 16 was blank for me both on my 1099-R and in TT, it hadn’t prefilled anything.
I'm also having this same problem.
Tried all the other steps mentioned with deleting and adding etc etc .
Still no luck.
When will this bug be fixed?

Hopefully gets corrected soon. This is the only thing stopping I and others from filing.
All right. It's Feb 20th and I'm still having the same issue no matter what I try (all the suggestions posted here and more).
The agent didn't call back as they had promised. Pretty sure it's just a bug on their part. Nothing to do with government holding anything hostage.
I'm done with Turbotax. Switching to something else.

I completed your suggested step 1. I even went to forms and deleted the 1099-R that is causing the MN M1QPEN issue, which of course solved the error. But then I RE-ENTERED the entire related 1099-R and the same error on the MN state return.
Related to below suggestion: 2.
Where do you mean "go to the state section"? Do you mean go to view forms and try to delete all the MN forms? Is there a more specific place where I "go to the state section"? Please provide additional clarity. I need to get my return filed and this NEW BUG is preventing me from doing so.

Go to View, Forms. Then scroll down to the M1QPEN form and delete it.
What does that even mean? And, the 20th of what month?
