You just enter your W-2 and all its box values into the tax software...and it will indicate whether you have any taxes due...or get a refund.
...BUT...
If you don't get a W-2, and are working as a contractor/Self-employed person......then, unless you can knowledgably fill out the Self-Employment income and expenses in the Online Premier software...then
you really need to go to a local tax preparer, and explain your situation and have them help you fill out your 2024 taxes.
It is too late to make any withholding adjustments on your 2024 tax return. Any W-4s you give to your employer only affect future paychecks. You can file your tax return without any w-4 forms; you don't need them. For 2025, you have the options below:
W-4P - Complete Form W-4P so your payer can withhold the correct amount of federal income tax from your periodic pension, annuity (including commercial annuities), profit-sharing and stock bonus plan, or individual retirement arrangement (IRA) payments.
W-4V - Complete and give to SSA

Please clarify your situation. You have asked a lot of questions about withholding forms. What is it that you are trying to do? Are you trying to get them to take less money out of future paychecks? Or more money out of a pension?

Ok. So there are no tax forms covering the insurance and things that your employer provides as a benefit. You have to go to your employer's HR department to handle that.
If your workplace doesn't work for W4s why do you want to submit one at all?
In order to pay less tax to New York City then you need to move out of New York City. All residents of New York City pay a little over 3% income tax to live there.

If the AGI is around $10000 in 2024, will my city-rates still be the same thing 3%?
For taxable income up to $12,000 the New York City tax rate (added to the New York State tax rate) is 3.078%.
