No, there is not a way to designate a specific amount on the W-4.
Entering 999 allowances is no longer an option on the new W-4. It was redesigned due to changes in the law. In the past, the value of a withholding allowance was tied to the amount of the personal exemptions. Due to changes in the law, you can no longer claim personal exemptions or dependency exemptions.
The form is divided into 5 steps. The only two steps required for you are Step 1 and Step 5.
If you want to decrease the amount of your withholding you need to complete Step 3 for eligible income tax credits, and Step 4 for deductions other than the Standard Deduction, such as a deduction for IRA contributions.
You can complete the form, see what affect it has on your withholding and change the form accordingly until you get the amount that you want withheld.
