How do I change my state tax liability to 0 in TurboTax? I am a retired state employee and do not owe State taxes and need to get 100% refunded.

They withhold state taxes during the year; therefore, I have to be able to change tax due to 0 in the form itself. I can’t seem to be able to get to the form this year.

Don't know how to do what you want but if you don't owe state tax on your pension you should stop having state withholding taken out.  Then you might not have to file a state return at all.

When you enter the 1099-R in the FEDERAL income section you must complete the follow up screens to indicate what kind of state retirement it is so when you get to the state interview the correct information is already there ... you may want to delete the 1099-R and try again.
