This amount is the reconciliation between federal income and NYS income. The amount on Line 20 of IT-260.1 must match the IT-203, Line 32. Therefore, the adjustments are due to the government pension, which is excluded from NYS income, your spouse's pension which is excluded up to $20,000, social security benefits which are not taxable, and the 414(h) and the IRC 125, which are both New York additions.

Thank you, this information was very helpful however my NY return has been rejected with Code R0130. Would you be able to help with that as well?
Yes. Per NYS, reject code R0130 is NYC withholding on Form IT-203 (Line 63) does not equal withholding statements or it is an invalid locality.
It appears that both are correct on your return. You have NYC withholding on the $150,000 pension and your W-2 wages. For the W-2 wages, please round NYC withholding to $1,956 instead of $1,955.86. For some reason, New York may be rejecting the return because the total NYC withholding equals $7,676.86 instead of $7,677 which is on Line 63 and would match IT-2 (Copy 1).
If this fails to work, then I suggest you delete the 1099-R in question and the W-2 and reenter the information.

Thank you. I've reviewed all the options above however I wanted to know if its possible that the reason it keeps getting rejected is because on the 1099R NYC taxes were deducted however NYS were not deducted? I believe for this reason I may I have to print and mail return rather then efile.
No, I don't think that is the reason your taxes continue to get rejected. Your government pension is exempt from New York state and local tax and therefore, no withholding is required.
