Box 16 on a Form 1099-R is for entering the pension distribution applicable to the state you live in. If there is not an entry there but you had state tax withheld, then you need to enter the distribution amount for the state you live in, most likely the amount in box 1 or 2(a) on your Form 1099-R. TurboTax can't make that entry for you, since to do so would be making an assumption.

OK expert. My 1099-R doesn't have a box 16 - never has. In the past TT complained but eventually let me file. No longer. What do I do?

This is for tax year 2024. The 2025 desktop editions have the same exact form
If box 14 is empty or blank, then leave boxes 14, 15 & 16 all empty. But if there is an amount in Box 14, you will need to enter the an amount in box 16 so the withholding amounts correctly flow to your state return(s). Use Box 2a for the box 16 amount. If 2a is not populated, use the amount in Box 1. @mmeggs
I'm having the same problem with turbo tax. Never had this problem before, box 16 is blank and TT won't allow a blank box
@gz1502 Did you see the post right above yours?
If you have withholding in box 14 then enter the amount from box 2a into box 16 for the state distribution. If box 2a is blank use the amount from box 1.
If the filer has something in box 14 and 15 but not 16 than enter the amount from box 1 into box 16. Than in the final review TT will ask you to type in the amount from box 16 to verify....TT will show the the spot to type it.
