Same situation here in Indiana. Box 16 has always been $0.00. If there has been a change at the state level, then why doesn't Edward Jones know this. Come on folks, everybody needs to be on the same page. No wonder so many people don't like doing taxes. I usually do but I have spent too much time researching this issue.
So, I usually get hundreds back (at most) from Indiana. When I put the box 2a amount into box 16, I'm getting back close to $18,000. The Edward Jones account was inherited last year, but only has $15,000. Something doesn't seem right.
As much as I would love that much back, I'm not meant for jail.
Double check the number in Box 14 for the 1099-R entry. Is the box 2a/16 amount also duplicated there? Or perhaps a decimal is out of place for the proper number there? That is the most likely source of the error, but it could be other places. If this doesn't turn out to be the source, let us know and we can assist in further troubleshooting as well.

@southbendcarp1970 Are you entering a 1099R ? Could you have entered it box 14 instead of 16? Try deleting the 1099R and enter it again Manually. That usually will fix it.

I actually entered it manually the first time, then imported it. Same result.
Sorry. But yes, it's a 1099-R.
Then delete it again, delete both of them if they’re both in there. And just manually enter it. The import can come in wrong. After you delete the 1099R check your returns and see if state seems right. Maybe even print them. Then manually enter the 1099R and compare to the prior return and see what all changed.
Have you been able to double-check what is entered in Box 14?
What other income is in your tax return that we could help you to check?
Everyone is stating the correct process. After you enter your numbers in TT and at the end you have TT review your numbers, after the review TT will ask you to type in manually your number for line 16. It does work. I am in Indiana also and it worked fine for me.
Sorry for the delay. Box 2a Taxable Amount-$15,000. Box 14 State Tax Withheld-$750. Box 16 State Distribution-$0.00 Inherited traditional.
I've deleted and re-done importing AND entering by hand. Each gets the same message: "State distribution can't be blank and can't be less than state tax withheld."
I called the EJ help line and a very nice woman told me to enter line 2a, as you've all suggested.
BUT, entering box 2a amount gives me a $17,000+ refund, whereas last year I got $150 from the used-to-be-great-state-of-Indiana. Unless, that's just how it is? I wouldn't complain, but that's surely audit bait.
I've messaged the Indiana Dept. of Revenue, and will update my results. Thank you all!
