Has this been fixed? I have a retired military tax payer who lives in New York. Box 16 is blank on his 1099R and TT will not let him proceed without it filled out and it will not let him fill it out. Please advise. Thank you.
Box 16 on the 1099-R is for state distributions. Many states require box 16 to be completed. If box 16 is blank you will enter the amount from box 2a. Box 2a is the taxable amount of the gross distribution. If box 2a is blank, and you haven't made after-tax contributions to the account, you can use the amount in box 1.
Thank you for your response. I do appreciate it. However, I am aware of the procedural steps in inputting the information. My issue is that TT , the program, will not allow me nor the customer to input the information into box 16. So, I thought this thread was addressing this software/program issue. Thank you.
When you do the final review with turbo tax it will ask you to type in the amount for line 16. It does work.
Thank you for your response. However, the client called about this problem after the "final review" noted that he needed to fix this problem with box 16. However, it will not allow input into box 16, even after the review portion, and it just keeps returning to the "fix it" portion after every attempt to input the information.
If the customer has something in box 14 and 15 but not 16 than enter the amount from box 1 than in the final review it will ask you to type in the amount from box 16 to verify....
Thank you. for your prompt response. We have attempted that. The issue is that it will not let either of us input anything into box 16 at any stage of the program.
This problem I think came in the back door and caught everyone off guard..the states just want their taxes....
I suggest calling turbo tax helpline and suggest a software issue with this problem and they can help. I am assuming at this point its a technical issue.
Also you can delete the 1040 on turbo tax and start a new 1040..maybe it's just that simple....I am assuming you are using the online version and not a CD....
slisles you are right to question the responses being given to circumnavigate the problem in TT product this year. It is the program that is faulty. TT has repeatedly confirmed this for me, stating that this is a known software issue and that they are working to fix it. However, it has been four weeks since I first contacted them (and even back then this was already a known issue!) and they still haven't fixed it.
I contacted the State of Ohio Dept of Taxation twice, and both times they confirmed that they did not request the change TT has made regarding Box 16, something many board helpers have erroneously indicated as the problem. OH Dept Taxation confirmed that the blank Box 16, alongside filled Box 14 and 15, is not an error.
Over the last couple weeks when the promised fix failed to arrive and I contacted TT again, they continued to tell me they were actively working to provide a fix (and created more case numbers for it) but now they also add that they "see on the boards" that Users can get around the problem if they apply the Advisers' trick of inserting data into Box 16 from elsewhere (usually recommending data from Box 1, or Box 2a, or by inserting a null/zero.) I have a decent understanding of accounting and taxation and understand the rationale of using these numbers, and I understand that the calculations for our returns would likely work out correctly using this workaround. However, even if there's some logic to the rationale behind it, tricking the software by filing with false data is far from a comfortable choice. And besides, TT has consistently told me that they are going to fix it soon anyway. However, though I have been giving them benefit of the doubt for weeks due to my past experience with them, I now I question if they are actually giving any priority to this at all.
The second representative from State of Ohio Taxation did offer me another option. She suggested I skip TT altogether and use the State's official online filing program. Perhaps you might have a similar option. I realize much of this doesn't help you directly with the problem, but I hope it gives you a fuller understanding of the situation. I suggest you consider contacting TT directly regarding the issue, and perhaps if enough of us reach them, they will finally prioritize the fix they have been promising. As far as I understand, the only other options to TT fixing the software properly, is to either use the circumnavigating trick by reporting a number that isn't actually there, or filing using something other than TT. I completely agree with your assessment here. I, too, have waited for TT to fix the problem and it seems it is not going to be fixed. I also contacted the Ohio State tax department and got a quick response of what to do, which is different from the response that you received. Also, the Ohio tax dept. told me to do something completely different from any of the posts I have read in these conversations, which is why I didn't proceed with the suggestions I have seen on this forum. I am comfortable with proceeding as the state advised, as I have an email from the state documenting my conversation. I advise anyone in Ohio to email the state as well. It may get you there much more quickly.
Thank you mimyo, for sharing this. Neither of my prior two emails from them gave me a workaround beyond them suggestiong I use the Ohio website to file instead of TT. May I ask what Ohio specifically recommended you do to handle the issue? Perhaps a screenshot (black out anything private!) of Ohio's reply? I would then email to them myself again, and ask them if they would approve of the same for me if it seems applicable. Like you, having an official go ahead from Ohio would be much more comfortable for me.

I hope this helps. It allowed me to proceed and still efile. I had an amount in box 14, so I filled in box 16 with the same number as box 14, as the email from the state advises. I did efile and my return was approved.

I am happy that Ohio replied. I am just confused what should be in box 16....is it the amount from Box1, Box2a or Box 14?
Over the last 2 weeks most have said box 1 or 2a but this is the first I heard of using box 14 amount into box 16.
But, we have learned that something needs to be in Box 16 if box 14 and 15 have something in them.
And, is it different rules per state?
If you had State Withholding in Box 14, then what is the income that this amount of withholding relates to? That is what the state wants to know.
It refers to the amount of the Distribution you received, which is the Box 1 amount (or the Box 2a amount, if there is one). Just like a W-2.
